Half of the costs of state of the budget is covered by partners. There is no money for lending to Ukrainian businesses, said Danylo Hetmantsev, chairman of the Committee on Finance, Taxation and Customs Policy. He also shared his vision of the dismissal of customs officials and explained how the automatic system of blocking tax invoices works.
The heads of the customs and tax services should be selected through a competition with the participation of international experts, Mr. Hetmantsev believes. Those who work at Western posts or customs officers who are under suspicion should be replaced with people from the center. Customs needs to be rebooted.
Today, customs is a fragmented feudal principality. We need a clear hierarchy.
Political will not to take money
The tax situation is better, says Mr. Hetmantsev. This is evidenced by the increase in value added tax (VAT) revenues to the budget.
This plus in VAT is due to the destruction of the “twist” market that has existed in Ukraine since 2016. We can see this in the absence of offers of VAT schemes on the so-called market. I advise all converters to look for another profession.
The Ukrainian tax service does not need reforms, because the legal framework that ensures its work is correct. According to Mr. Hetmantsev, “We need political will and just not to take money!”
Invoice blocking system detects fraudsters
Tax invoices are blocked automatically and unblocked by commissions. I do not exclude that somewhere in the regions this may turn into illegal benefits.
However, the tax authorities usually receive explanations in half of the cases. Fraudsters with fake loans do not provide them, and therefore stop working.
Half of the money for our expenses comes from our partners
The state supported the amber business when it reduced the rent, says Mr. Hetmantsev. Currently, there is no way to support this niche with a separate program.
If we are talking about targeted budget programs, we must understand that today we simply do not have the opportunity to implement them, except for 5-7-9 and a few others. Unfortunately, in the state no money. We really rely on our partners to give us half of what we spend.
