The “Amber Galbin” Business Association Has Achieved Its First Successes

The companies of the “Amber Galbin”are participants" Association of Amber Miners of Ukraine. Together with other extractors, we defend the interests of bona fide subsoil users who operate transparently, carry out their work programs, pay taxes, and comply with environmental protection laws.

These issues were the main topics at the Association's press conference. It took place after large-scale investigative actions National Police. Law enforcement officers have uncovered criminal schemes linked to the illegal extraction of amber.

Representatives of the legal business sector drew attention not only to the need to combat illegal mining, but also to the practical problems faced by companies operating within the law. One such problem is the application of Article Article 97-1 of the Land Code of Ukraine. This provision sets forth the procedure for entering into standard agreements with landowners or land users for the purpose of conducting geological surveys and extracting amber. They must sign the agreement, as the legislature has regulated this matter, as was emphasized at the press conference.

Public Response from the Rivne Regional State Administration

Shortly after the press conference, the Rivne Regional Military Administration held a separate briefing, dedicated to issues related to the legal extraction of amber.

Oleksandr Kokhan, deputy head of the Rivne Regional State Administration, spoke about the problems.

«There are some differences of opinion among individual subsoil users regarding the interpretation of the articles of the Land Code and the signing of model agreements,» said Oleksandr Kokhan.

To resolve the issue, the official proposed referring it to a working group for consideration:

«We can bring these issues to this working group and discuss them publicly, openly, and transparently to find solutions with the involvement of all relevant associations.»

Among the organizations that will be invited to participate in the discussion, the official named Association of Amber Miners of Ukraine.

If a mutual agreement cannot be reached, the matter will be brought before a court.

Oleksandr Kokhan also noted that the administration is aware of other problems faced by honest miners:

«Yes, definitely. We have heard these reports, which were raised at the press conference, regarding possible violations by certain subsoil users.»

Since the beginning of their operations, the companies of the “Amber Galbin” Group have upheld the principles of open and lawful subsoil use. That is why, through the Association of Amber Miners of Ukraine, they actively participate in developing proposals to improve state policy in the industry, remove administrative barriers, and ensure the uniform application of legislation for all market participants.
